These guys just like to hastily implement policies and laws without thinking of effects & enforcement and never give enough notice. Just look at recent rules such as SIM registration, deactivation of unregistered SIMs, rubbish bins in matatus etc. Having to backtrack or fail to follow up on these just makes them look unprepared, ineffective and impotent.
In a place where thought is abandoned, freedom can become a curse.

Me thinks it is related to the Uchaguzi next year. What is annoying is the way these stop go kind of policies are becoming common in Kenya. Look at the price control bill that was recently assented by the president. These kinds of things undermine investment and growth by creating a lot of uncertainties. In spite of all the good things that Kibaki has done since 2003, his administration now seems to be running out of ideas on how to develop the country and the economy further. It is a good thing he is going next year. It is also time for somebody with fresh mind and vision took over but I would prefer a person who is rather seasoned and whose history we thoroughly know.
