I was watching KTN recently a feature of the issue and the extend of the problem is indeed deep. The blueprint plan from the Local authorities is so different from what is on the ground. The problem with this taskforces and others is that they never achieve their intended goals. Something somehow usually happens towards the end of it. Why land in Athi River is a ticking time bomb
Chinese Government for example separates land ownership and use rights allowing the trading of land use rights while maintaining state ownership of land. This separation has three advantages: first, market mechanisms could help guide the allocation of land resources; second, land use fees would provide local government with a new source of revenues; and third, by retaining state ownership, social and political conflict would be minimized.
