Good project for adult male refugees if you ask me. That's how the US built their railroads... they told Chinese immigrants that if they didn't pick up those hammers and pick axes and build them, they'd send them back to China.
Sounds harsh, but:
1. There are lots of able-bodied male adult refugees in some very large camps.
2. The railroads need to be built. Someone needs to build them, for the good of the country.
3. The government must step in to feed them anyway in order to avert a humanitarian crisis.
Remember, large infrastructure projects don't make money, they support money being made. Everyone likes to pretend we live in a "humanitarian time" in the 21st century, with wage protection, safety, lawsuits, unions, NGOs, etc. etc. but the fact of the matter is, none of that was around when the US and UK went through their industrial revolution. People wanted to eat? They wanted to stay? Then they worked. HARD.
That's how you build superpowers that last hundreds of years. You put idleness to work.
