Transfer of Land within NCC

I seek your proffessional guidance regarding Land Transfer within Nairobi City Council municipality.
I bought a property at eastlands 2 years ago worth 1M and wanted to transfer it to my name but i was told to pay 10% of the property value which they called POWER OF ATTORNEY, to the council.
Anybody with a procedural advice...
