I find most comments above out of place and ignoring the point that this badly done poll tried to drive. I think the point is that every president we have had since independence has tried as much as posible to reward kinsmen/tribesmen and cronies. And a good example is the MADD on saturday which joked about the way the current government can hold meetings relating to Energy and power sector in a certain language thats not Swa or English.

retire those without papers? Do you mean the form four leavers? The minimum requisite requirement for most lower cadre jobs in the civil service as stipulated by the Directorate of Personnel Management DPM is a form four certificate. If you retire these guys will you then hire degree holders as drivers? You have no inclination of how the civil service works. Sadly you are not alone, the reporters who did the nation report are also juvenile in their understanding of civil service.

simple example..if you need a cleaning department,you require 12 cleaners(form 4),2 supervisors(college graduates) and 1 manager(degree holder)..total employees 15.so when you do a survey of that department based only on academic qualifications you will get 80% are form four leavers,13% college graduates,6% degree holders........useless survey
