Skills shock in new Civil Service probe

...According to the Staff Audit of the Civil Service report, the Kikuyu have 48,404 members of staff, followed by the Kalenjin, 33,597 and the Luhya, 24,648.

.... while the former work hard and take home what they have worked for, the latter sit and do nothing and get paid for it.... No wonder the country has stagnated for so long...

So what is the solution?

Is it to fire half the Kikuyus, Kalenjins and Luhyas and replace them with the smaller tribes....living us with a tribally balanced civil service but with more severe shortage of skills...

OR

To employ more smaller tribes... thereby getting a more bloated civil service with a more severe skills shortage?

These problems are not as simple as they seem...

The terms former and latter refer to two, however you have mentioned THREE. So who is former and who is latter?

nonsense audits. If you believe there is an imbalance with regards to skill you can go ahead and employ graduates as drivers and sack the form-four leavers. While nation are at it they can go ahead and give us the stats for skill and non-skill(form four leavers)

This does not help. The best thing would be to release results based on performance contracts. Through this we can know if the civil service is effective

In my opinion hii ni porojo, what they should have highlighted is the skill set and academic qualifications of the individuals. If am not wrong the tribes having the the largest share of employees is in tandem with the the last census results. Its like pointing out that in US there are more Caucasians employed in the civil service as compared to African American and Hispanics etc....

Whether they are qualified and rightly hired is a different matter all together and that is what the audit should have been about. My two cents

But have you looked at the tribal arithmetics of college graduates? The same four largest tribes have the lion's share!

So you will be back to square one before you can pronounce "TRIBALISM"

The lack of more details on the survey makes the statistics appear misleading...Maybe the work they do does not require them to be graduates.
simple example..if you need a cleaning department,you require 12 cleaners(form 4),2 supervisors(college graduates) and 1 manager(degree holder)..total employees 15.so when you do a survey of that department based only on academic qualifications you will get 80% are form four leavers,13% college graduates,6% degree holders........useless survey

In their own time, the F4 leavers were educated. 10 years to come, all the masters holders will want the government to fire the 1st degree holders so that they can get jobs.

I join Kenyans in condemning this nonsense called research. This is purely twisting of facts, so as to VICTIMIZE non-ODM supporting 'tribes'. When will we ever see Kenya as one big tribe?

Again, why did they have to split the somali tribe into clans and yet the Kalenjin group is made up of more than 10 tribes?

I suspect that allocation of public niceties follows 3 lines:
. sources of government revenues (re-investment)
. infrastructure projects (investments for the future) like the bypasses
. betterment of quality of life (e.g. umeme pamoja, schools, etc)

From this, you can see that the only way for any community to get a fair share of public wealth is by becoming economically relevant

The report may be inconclusive but not completely useless. Colonial govt favored Kyuks, Luos n Luhyas. Kenyatta led a govt of mainly Kyuk civil servants, Moi Kalenjinised it. Kibaki left his ministers to misallocate posts as they wish. Btw, 43 includes whites and Indians?

One very dangerous trend is in the offing.In days to come a form four leaver is likely to be offered an Accountants job, owing to his background of being in a marginalised group.

The most likely scenario is that those with proper qualifications are likely to miss out based on their ethnic background.............
I wonder what this portends for performance contracts in the government.

Even the credentials-based employment you guys are touting is backward. Developed countries have moved towards performance-based employment because let's be honest, you use less than 1% of the knowledge you learn in getting credentials. At the end of the day, its all about your performance out on the battlefield. Future studies should measure the performance of civil service, before coming out with useless pang'ang'a about tribe or qualifications. If the civil service is found to be performing its duties well, I don't care if it consists of 100% Kikuyu Standard 8 dropouts, kazi iendelee!

This is an indicator why Kenya is stagnant and we cannot move forward positively. It is a very sad situation that we are living in i do not know till when. Change is very inevitable cause we cannot pretend to do the same things in the same way and we expect different result it won't and can't work.

True.....very true @Kenyan, I thought education is supposed to bridge the gap in poverty alleviation and to give the less disadvantaged an opportunity to realise their potential, hence the relevance of credentials.At the end of the day a knowledge based economy is more likely to thrive than a resource based one, (look at the Asian tigers), performance will still be realised but at a more conscious approach, will yield far much results.

We still have to invest in education to reward those who pursue it to the highest level, not reward/sanction someone because of his ethnic background.
