Seems like we are spending more and more on development than on consumption. The ratio should still be improved, but the trend is good. 411 out of the window! :)

How to raise this money? Dwindling revenues.
What happens to the widening national debt?
What does it do to the ksh?
What about inflation? Supply side or not...

I'm happy some people are now awakening and demanding to know what is in the budget & what goes where & why. If the whole world was to demand the same, the global economy would be a paradise instead of a ponzi smile
$15/barrel oil... The commodities lehman moment arrives as well as Sovereign debt volcano!

Mmmh good questions. Tax revenues hardly more than 600B. No parastatals to sell, west (and east) with problems of their own, donors not a reliable source.

Prepare for the biggest gov borrowings of all times. Interest rates to rise, banks to go back to TBs, ignoring enterprise and consumer lending.
Life is short. Live passionately.

It depends on what they asked for... treasury doesn't make "blanket" allocation in the NGO-style of "here is some cash, go figure out what you can do with it"

It operates more like: "tell us what you plane to do the coming year and how much it will cost; then we will figure out where to get the cash from"

What Uhuru preesented are the spending estimates as requested by the various ministries.... the budget speech will mainly highlight how he plans to raise the money.

Nevertheless, what would Roads Dept do with more than 100b in 12 months. Their biggest project at the moment is the Thika Superhighway. Total cost of this is 26b, to be spent over three years... about 8b per year. So with 100b this year, they can be engaged in in 12 thika-road sized projects at one go!!
Nothing is real unless it can be named; nothing has value unless it can be sold; money is worthless unless you spend it.

Can the court really stop uhuru from reading the budget? Can the judiciary stop parliament? Only Marende can stop him. But since Raila is for the budget Marende too must be for it and must be currently formulating a favorable ruling.

hopefully, kra will be able to institute tax reforms fast enough to grow revenues, but pretty much everything else kes, debt and inflation should worsen.

i think to fund the deficit they'll need to borrow more externally ... parliament has already allowed them to borrow up to 800 bn in external debt, but i don't think IMF will allow this (so they can secure debt repayment for there programs).

This financial year, ministries overspent on salaries (as well as defense spending) and pretty much underspent on everything else ... if this trend continues then we're simply digging a deeper hole.

The allocation is way much bigger than the capacity available, probably the allocation is meant to pay for the contracts already underway. At the moment contractors are overstretched in terms of contracts. From CDF, and other non Roads ministry undertakings this monies will eventually be returned to Treasury.
