I used to get so mad about the whites getting all the good jobs in Kenya. Mind you these are always rejects from other country.

I came up with a solution. I will be my own boss. Start buying property, land, stocks , anything that can return a profit after a while and will never ever ever have to answer to a white boss or have my retirement fate determined by a white person. We are all born with brains, the puzzle is what you do with the brain. If God had wanted me to report to a white person I would have been born in a region where they reside.

Be Your Own Boss, otherwise you are not utilizing your full potential.

Sorry @tony stark @Elder left this meal half-way and Wazua was troublesome over the weekend.

Many responses keep missing the word best best best which I keep repeating every time I refer to this issue.
Surely @petro08 those expatriates in NGOs don't seem the best to me?
@slykat MJ used a good share of Vodafone expatriates to transfer best practice to Safaricom then phased them out.

Now let's look at this issue pragmatically:
-Safaricom is world renowned for MPesa but I'd warrant has among the worst networks in Vodafone group
-18 million Kenyan subscribers used as an excuse, yet network cannot even be compared to Vodacom network in SA with nearly 30m subscribers
-So perhaps the Technical teams are good, but suggested that politics/influence/fraud sometimes compromise top echeleons of Technical
-Yet when all is said and done, all core network solutions only come from international network providers NokiaSiemens/Huawei/Ericsson/Etisalat etc.

The process being used according to @Wazua post is methodical and involves knowledge transfer.
So how would my company Safaricom compete with Airtel (IBM/Ericcson)? Once again the best and only the best I say - let's get serious, (s)he would need to demonstrate experience building worldclass international (not Kenyan) networks.

Analogically speaking, this lady Anna Osure defending Kenyans at the Hague - though I may be wrong, she strikes me us worldclass with local knowledge.

@Muganda. I get your point. I have to admit that your use of the word best somehow escaped my reading of your original post. It does change my take on your statement but only to an extent. I say only to an extent because when it comes to immigration law and what the government should consider when granting entry permits for work it is qualification and competent that is considered and not the best. The best you shall agree with me can be pretty subjective and may end up being used to employ foreigners who may be of equal, less or of just slightly higher competence to the locals.

Safaricom however find themselves in a kind of unique position where they would need experience on top of qualification and in their industry getting that experience might not be possible in Kenya for obvious reasons. Which experience ties in with qualification and competence and lead back to your the best.

Etisalat is an equipment vendor ?

Airtel network has not yet been tested with a proper load of subscribers

I know a couple of Kenyans who are equal to the task of CTO... Bob should let the job be advertised not reserved!
