@Muganda. I get your point. I have to admit that your use of the word best somehow escaped my reading of your original post. It does change my take on your statement but only to an extent. I say only to an extent because when it comes to immigration law and what the government should consider when granting entry permits for work it is qualification and competent that is considered and not the best. The best you shall agree with me can be pretty subjective and may end up being used to employ foreigners who may be of equal, less or of just slightly higher competence to the locals.
Safaricom however find themselves in a kind of unique position where they would need experience on top of qualification and in their industry getting that experience might not be possible in Kenya for obvious reasons.
