What's the issue here, "Do they think Kibaki is their uncircumcised boy to play with?" or "Do they think Kibaki is their small boy to play with"

I'm yet to understand what Uhuru is being accused of here.

If Uhuru wanted to say Kibaki is immature and needs others to help make decisions, he could have said "kai mareciria kibaki ni kahii". Hapo, there would be no drama.

Here's what i saw from NTV
