It's a private business; they can hire whomever they want and use whatever criteria they wish!!
We only worry about the safety of depositors' cash; and that is as safe as anywhere else.
Your question would only hold if this was a public institution. In that case, political representation becomes very important.... i.e., all interest groups [tribes, regions, religions, gendres, etc] must have a say.
Nothing is real unless it can be named; nothing has value unless it can be sold; money is worthless unless you spend it.
