Then it will now be called the "Camel-Back highway"! The distances between those junctions are 600m to 800m. Imagine creating a 5m overpass every 750m... it will be like driving a toy car on a camel's back...and the cost will be in the billions of shillings
On one of the projects, we were never able to 'fine-tune" the timing of the lights because the cops insisted on controlling the traffic... we gave up after three weeks of writing letters to the traffic commandant and getting no help.
If all people [including cops] obeyed the traffic rules, there would be no jams.
Can it be done seeing how Kenyans [and especially Nairobians] have a high propensity for breaking laws?
YES!
See what happened when a few drivers were arrested live on TV for ignoring Zebra-crossings. Do the same for traffic lights and roundabouts and the problem will be solved.... or at least will shall know for sure if the roundabouts are to blame.
BTW: I still remember the days when one would get a ticket for "Attempting to jump a red light" if you stopped with the front wheels on the broad white line running across the road...
