Im just wondering why this is necessary. Dont we have any other use we can put the funds involved into? EG build classes for the kids,set up industries so that their future is secured. After all i once heard that Tanzanians grown ups have no this ID rubbish. Do they dissappear and are never found more than Kenyans.
