It's coz its more secure from the drunken youths who will spend the whole day lying half dead under the scotching sun or idling in the shopping centres begging for beer. In this way the youths will never demand for jobs,but will rather encourage them to drop out of schools in desparation and in search of thedisillusioning life in the bar dens.

Sober mind will never been able to mobolise and ask themselves how they can force the GVT to provide services,create jobs,be accountable to the citizenly ie no threats from the drunken citizenly BUT the citizenly becomes easy tp manipulate by a pint of deadly beer to even campaign for the so called leaders.
