Understandable but not entirely true.

With the signing of the National Accord and Reconciliantion Agreement (NARA) Kibaki and Raila became what you can call siamese twins.

They are jointly to be blamed for government inaction and corruption.

But in reality, Kibaki bears more responsibility.

@DonBen, i think the equitable way to share the blame is to base it on individual paystub, otherwise the two should follow Ruto to The Hague.

Why is it that when people are caught out they plead sovereignty? What about the poor and oppressed of this country? Are they sovereignly deciding their fates when the leaders of this sovereign land turn a deaf ear to, or participate in impunity? This sovereignty is overrated!
