im going through some 'hansard' ill let you know why the tune on 'constituencies by population' was toned down..
its at the heat of the moment.. everybody is looking at this from PNU ODM perspective... doesnt help arguing facts about it.
Moi is backing this report because Ligale is properly doing his work the nyayo way.If u remember, in the 90s Kanu would get more MPs than the combined opposition yet the opposition's total on the presidential poll was far more than Kanu's.Thus it is not true that Ligale's gerrymandering helps areas that were ignored by Moi.Otherwise why would Moi and his home area people be backing it?
