Remember Mbithi? He helped Moi come up with a list of who was to be fired, demoted or promoted. They finalized the list and Mbithi went home. He listened to the 1:00pm news [That's when the news of such reshuffles used to be announced]. Woe unto him! Kumbe Moi added his [Mbithi's] name to the list of those to be fired after he left. LOL.

I hope Ocampo pulls the same stunt. Comes out with a list of six - which the 'government' assists him to arrest - and when the six are safely at the Hague, he produces another mini-list. Now that would be hilarious!!!

Going by ICC's given thresholds of highest responsibility(which I think includes prevention), it is hard for the ordinary mind to appreciate why baks and rao shouldnt be in that list, esp baks, if the police are charged, will it be proved that they acted on their own, outside the command chain.
