expired 5yr passport

my passport expired in 2007 without ever using it. Is it possible to renew it? If yes,what documents will i be required to produce? How long does it take to renew it? I've checked on the immigration website but the information there is very inadequate

just visited nyayo hse. They are not renewing expired 5yr passport. New 10yrs passport with more security features will be issued upon application i.e swap the old one for a new one. Cost is ksh 3,040
