I think they have a lot of time and resources to get their act together and I think they will and I think they have a huge advantage going into this new constitution but there is a risk because the new counties will have the choice on whether to use KPLC services or not... if I understood it well.
Except for those who have Dams or Geothermal or CoGen or Wind Farms... the rest especially Nairobi is stuck with KPLC for the near future...
And Nairobi/Central has the highest consumption...
